I've started doing a course on protocol for diplomatic situations, and it is just killing me. The protocol for use of the Presidential seal is endless, I swear. Its use is dependent on the nature of the visit overall, the nature of each speech given, what country they're in, who is in attendance, and on and on and on. There is a special team of protocol officers that work with the host country as to what is appropriate.
I'm not saying this is or is not comms, or what the comms may be, if any. And I'm not saying I'm an expert at the protocol, I'm eons away.
But I do know that a shitload of protocols exist for the use of the Presidential seal, so its use, or lack thereof, is not an easy thing to determine.
Just something I think is important to keep in mind.
