Does this no oath on file thing have any teeth?

I keep seeing on bideo that a FOIA requested the oaths that most of the biden admin took thats supposed to be signed by a notary or whatever, and that there are none on file. Anyone know what thats about?
I heard a Juan interview with Lewis Herms yesterday where he commented that it can be argued that any act by a government representative who has not taken and correctly filed their oath would no longer be a valid act. So anything in the senate where Kamala cast the tie-breaking vote would be invalidated. But Juan is always saying that the legal stuff is all a process. Nothing gets resolved overnight. I understand what he's saying about that--it's like it's not enough to purge the bad actors, there are lots of bad acts/laws put into the system that these legal fights shine a light on. Those are going to have to be dealt with too.
