Why do the national media outlets have these stories and not local affiliates? Or do they?

Depends. Sometimes the local news has it, others not. There was a mall shooting nearby. The shooter was stopped by a citizen with a concealed carry permit. Guess the guy dropped the perp with a single shot from almost 50 yards away. The local news included that in their report. The larger network affiliate "somehow" conveniently left that part out.
