Also out of state property owners, such as me will be expected to hand over financial records to a power company. Not gonna happen. I am not a resident and I do not pay California income tax nor will I give them the info. Not sure how they will handle that.
There's already a minimum electrify charge with solar. It's only ten bucks a month or so, but if you are connected to the grid (which isn't optional in any town or city) then you pay something regardless.
