Modern Navy destroyers have laser guided targeting systems that can paint a sea or land target at over 50 miles away for a missile strike at sea level.
The answer would probably be that they are mounted on some drones, or support aircraft of some kind, or might even be going through the water depending on the distance.
Share a link to the details of these systems so we get a better idea. When I looked for laser guided targeting systems, all I came up with was LaWS from 2014, and there is no mention of its exact capablities.
