Yeah, that's sounds good and all, but won't that encourage the thieves to just keep on stealing from stores and other people. I mean, that's like paying for everything they steal, so they will keep on doing it. I don't believe that they will decide all of sudden that they will go get an actual job. Though I think they should take away any welfare if they actually get caught.
