You want MORE GOVERNMENT REGULATION? Are you SERIOUS? The owner is already liable for any injuries or damages caused by their pet "running wild in the streets". If you're that panicked by what your neighbors are doing, maybe you should move to the woods, where you can spend all day worrying about wolves and coyotes.
