No. Learn to read. China cut their population number by 100 million, which would take their total down from 1.4 billion to 1.3 billion. The author of the A.S. article suspects that China's population was never that high and is less than 1 billion... but he said that, not China.
The underlying issue is that China has some truly MASSIVE demographic problems (all self-inflicted). They also have agriculture problems, pollution problems, etc. In other words, they have a lot of problems.
They just got passed up by India as the most populous country. Why they would start reducing their official population numbers right now is the question... it is a puzzle.
The Chinese lie about everything else...why not their population numbers?
