I don't think the Biden admin needs to "intentionally" screw anything up. They just screw it up no matter what, it's all they know how to do. And I doubt they even care if "green jobs" fail or not. Green jobs, Ukraine, Iran Nuke deal...it all serves the same purpose in the end. Funnel tax dollars to the Democratic party and favored interest groups.
