I wouldn't think so. I see this as more of a dare, or a notification to the honest rank and file of the DOJ to keep an eye on their leaders. It has certainly caught a lot of eyes.
To what purpose, I don't know. Seems to me that the House could have bypassed this possibility by making its presentation today, or even last week -- once that door was opened, the DOJ would be unlikely to be able to close it again.
