True, but i will say that I live in texas and every formal document I have filled out always asks Hispanic or non Hispanic. I am not sure is this is universal or just local.

I'm from N.M., so yeah, I think it's just the states with the most Original Hispanics, mainly Southwest, plus Colorado, Florida, and NY, NJ, and possibly Loiusiana....
