The quoted section to me seems like something that was activated because of mah covid. In other words, those 1,079,507 expulsions were carried out not because the individuals were sick or ill, but because "we have to protect the USA from the dreaded covid" as a reason. Just like lockdowns quarantined people not because they were ill, but (the irrational rationale said) because if people travel around, the world will collapse due to covid19.
by reason of the existence of any communicable disease in a foreign country = danger of the introduction of such disease into the United States + this danger is so increased by the introduction of persons or property from such country = shall have the power to prohibit, in whole or in part, the introduction of persons and property from such countries.
In other words, it's about prevention of spread, not about folks being ill and removing them on that basis.

Biden had to keep this policy in place or admit Covid wasn't an emergency. That's why they're removing Title 42 now that the world has declared Covid is over.
