PA will need an outside authorities force with force multipliers to overcome the Eastern half's corruption. They have established that they will outright ignore the rule of law. Until physically removed by others they will just keep denying justice.

100%. Organized crime does the bidding, and the Feds look the other way on their ‘other’ crimes. They need to take a flame thrower to Philly (or parts of it, not the historic stuff).
