Are we also paying for the cellular SERVICE to all these phones or just phones? I’m asking, cause I see a flaw in the whole “and now we are gonna track em” narrative. They aren’t gonna PAY for cell bills to be tracked are they?

TL:DR….was there an amount given that this program is costing? (Like we can believe ANY data anymore.)
