The best theory I've seen is that you're seeing an advanced hologram. Preparation for "Project Bluebeam" when the "aliens" attack and we must all join together under one world government to defend ourselves...ahhhh!!!

You shouldn't be able to see anything without sunlight reflecting off of the alleged solar panels anyway.
