That sort of wipes out the idea that the,"rank and file" are fine upstanding people.

It would be like saying that the Mob underlings who actually carry out the robberies and hits are fine upstanding people because they were just following orders.

Durham's investigation shows they are nothing more than criminal organizations. The whole thing has to be dismantled and replaced.
