First prohibit expenditures for punishing/targeting whistle-blowers and allow punished whistleblowers to sue. Prohibit expenditures for federal interference in local school board hearings...they have no business in local matters and can be sued. Prohibit expenditures for swat teams against non violent offenders like Roger Stone and the victim can sue.

Clearly delineate state vs interstate crimes.
