That looks like a gaiter, though- one of those stretchy tubes of synthetic cloth- not a surgical-style one with elastic. Maybe the ball cap is pushing the ears, though. Both look brand-new, which seems to be one of the tells for the feds. Would really be too perfect if it were him.
