How exactly is he finding who owns these? Locked whois searches generally mean you aren't really gonna find much about the owner.
If he's looking at like nameserver records or something silly, then that's just gonna be a huge deadend. A lot of the internet is controlled by Cloudflare or other services that do something similar.
