I'd like to see excavation to bring justice to the victims. 29 million is a lot of concrete even if at premium prices, but in a world with 100T a year in commerce even 1 B to dig would be money well spent. Around 11,000 children a year disappear in the USA alone and its much worse in the third world I'm sure.
