Senators issued satellite phones, offered demonstrations on upgraded security devices

Senate Sergeant at Arms Karen Gibson said the phones are a security backstop in case of an emergency that "takes out communications" in part of the country.

I'm not sure if you can track satellite phones the same way you can track cell phones.
