Are satellite phones something the general public could access and use?

I know a regular guy who has one and uses it when he travels to remote areas internationally, but apparently they are crazy expensive.

No idea.. worth looking into. I know some can.. are they the same as Gen pop satellites though? Or dedicated? I know ukraine was granted access to starlink and it's been hotly contentious
