Is there any chance that this is a WH fabricated storyto help build support against the deep state?

I am hoping, as much as I am asking if anyone might know (or be relatively confident for good reason) if the military was perhaps given placebo shots, and the stories of negative effects are being told so that we are unified against the vax and deep state?
