How was this designed originally by the Founders? There was no DOJ/FBI in the original design. I realize I don't know the answer to this. Will have to look at it.

This seems like just another example of "Chevron Deference". Our government has farmed out core responsibility to three letter agencies that are all misfiring/corrupt.
