You've got a handful of FBI whistleblowers that risked everything to get the truth out. Make those people the core of a new FBI leadership, and fire everyone from field agent level on up, and investigate the field agents to make damned sure they didn't take and active part in this criminal mess. Implement extreme vetting of new hires, and concentrate on hiring ex-military.
