I'm not sure when it happened, but I do know that Obama's administration would count unemployment differently and not give us the "right" numbers. I'm not sure they made them up, but they probably did with some of them. I do know they started to count the unemployed much differently. So, I guess it could have started with earlier administrations with how our economy has been going so bad so quickly.
