Planes go unresponsive sometimes if it loses cabin pressure and the pilot passes out from lack of O2.
That was the situation in the Payne Stewart crash. Exceedingly rare.
Yes if he was flying over a sensitive area, he would have been shot down. It doesn't really look like it happened here, but it's possible.
I just saw an old Mayday show about that accident. I did a double take when I saw BC eulogizing at Payne's funeral - DERP!
