What can physically ever happen with such a vast number of sealed indictments? There may as well be 14 billion of them.

I'm no JAG, but I understand that many individuals can be tried in one Military courtroom simultaneously. Multiple courtrooms have been built on Guantanamo and a secure facility / community in Nuremberg has also been completed.
