It could be another virus and the shots were just intended to lower many people's immune system. They seem to have been quite good at that. So:

Frighten them with a deadly pandemic.
Get them to take a jab that will lower their immunity.
Let them think it was all overblown so they will take less notice of restrictions next time.
Release the real virus.

As Bill Gates said: "That ... will get attention this time!"
