In the Law of War manual, there's a mention that you can't torture or experiment on people -- BUT if you are legitimately trying to help someone, then you're allowed to try something new. (I'm paraphrasing.)
So they are trying to continue torturing and butchering and experimenting on children, but their defense will be it's actual medical care.
I think there's another reason.
To keep from being shot by a firing squad.
