That's the key right there. When you go to the store to make a purchase, what do you get? A paper receipt that tells you what you purchased, how much money you spent, and the amount of sales tax you paid. In other words, a record of your purchase.

3-part tear-apart paper ballot
Left ---- the vote
Middle ---- the voter's receipt you take home
Right ---- voter info with signature.
The forensic tears can match up all 3 parts if needed ---- the voter takes home the missing puzzle piece in the middle that connects the other two.
All can easily be faked, which is part of what this whole gauntlet has been designed to prove. The solution is to remove the human element completely from elections via blockchain voting. As the past 6 years have demonstrated, no human can be trusted to administer elections impartially.
You tear it at the time you vote i.e. a random one-time pad.

Personally, I like your idea.
It would be a "many eyes" approach
If a voting block looked bad you could alert the voters in that block to check their vote.
You would have the receipts with forensic matches.
Canvasing would show fraud in a heartbeat.
The solution is to remove the UNSEEN element.
