Seems like a tell to me. Because who is saying that the President has authority to declare a document 'personal'? I've not heard that.

All I've heard is that the President has the authority to declare a document 'declassified' aka to declassify any document. AFAIK, that's true.

In other words, Barr is deliberately making a fake statement here.
