True, there are shades of grey. Being required to communicate with the CIA at times is not the same as being completly controlled by them or working for them.
Maybe I should have said that the CIA has a watchful eye on all media & is ready to pounce on anyone who will subvert their narrative a little too much.
I'm inclined to think that there were (and even possibly still are) some employees of the CIA who actually thought they were doing a patriotic duty, and whose priorities were the well-being of the USA.
Perhaps, like most of our institutions, the CIA was corrupted over time, and manipulated from the Top Down. In most of our institutions, it was infiltration of the top and the levers of power that then hijacked those institutions to serve a purpose other than what they were ostensibly created for.
Oh there are people on my circles who I have known for decades that, by now, I'm pretty sure have always been working for them & I doubt they started because of any bad reasons. In fact, they probably make some sort of deal with them where they will help them fight for some cause. For instance, lets say for the sake of discussion that Alex Jones works for the clowns. They maybe told him they will help him expose the things he does but that he just has to stay away from certain subjects - or that he needs to follow their directives on occasion or something. That way he gets to do the honest work he wants to in exposing the things he does & they have the perfect control opposition because he really does believe in the stuff he talks about. (but the fact that he ultimately has to obey them gives them what they need for their purposes) That's all for the sake of the discussion of course.
Yes. Fed first, 1913. CFR, 1921. These were the main subversive elements that installed the corruption at the top. FBI created to enforce prohibition. When was the CIA created? Purely nefarious purposes to begin with.
It's also possible to go about your life and not realize you're actually working for the CIA, especially if you have a job as a spokesperson for VOA. They deal in unknowns and less than total control. The main objective was to have the broadcast going, and this one guy wasn't 24/7.

....created with those nefarious purposes in mind, perhaps, but sold to the American public, including staffers, as something completely different.
Of course..Warfare is all about deception.
