Could be. She isn't smart enough to come up with this strategy.

She is as corrupt and dirty as they come, but she does not have the brains to come up with half the shit she has been involved with. Others have been pulling her strings, and she has been all too happy to slop around in the mud and shit like the dirty pig she is.
