I dont think you are understanding the play. They accuse Zlochevsky of being a Russian spy so that they can pin the bribes to Russian misinformation and absolve Biden. Thats the well they have been reaching into for the last 8 years. Maybe they get 52 former intelligence officers to say so this time.
