If he's alive, he's "Senator Biden" today, even if no longer a member of the Senate.
After leaving the Vice Presidency, VPs revert to the title of the last highest office they legitimately held.
Senator Biden was never legitimately elected president, so his last highest honorific before "Vice President" is "Senator." (He's also Mr. Biden, or maybe "the late Senator Biden", "the Deado Pedo," etc. :)

(And, Gore has indeed used the title "Senator" after leaving office. Whether he's still doing so, or using "Vice President" to stroke his ego, is unknown to me.)
I looked around a few other places, and was able to confirm that this is indeed generally the protocol that is followed. So thanks for this.
I will note that Biden, may he immediately drop dead, during 2017-2020, was referred to as Vice President Biden just about everywhere when having a conversation with him.
Right. The constant, relentless repetition of "Vice President Biden" when he wasn't VP was a psy op to force the phrase "...President Biden" into the consciousness and subconscious of the American voting public. It was a constant barrage of repetition (MK Ultra practitioners call it 'psychic driving') of "Trump" (if we're honest, a short, not particularly attractive syllable rhyming with rump and dump) vs. "President Biden" (flowing with pomp and circumstance).
