262 Trump’s Boxes and Clinton’s Sock Drawer. A president chooses what records to return or keep and the National Archives can’t do anything about it. I know because I’m the lawyer who lost the “Clinton sock drawer” case. There has never been any serious controversy about these things.
The President is the CHIEF EXECUTIVE.
Everyone in the Executive Branch WORKS FOR HIM.
He chooses to delegate portions of his authority to various agencies to carry out HIS ORDERS due to the sheer volume of work he is responsible for.
If there is ever any controversy about what is to be done - HE WINS.
Harry Truman kept a plaque on his desk saying: "The Buck Stops Here."
That is the legal and constitutional FACT.
