Sorry this part of your statement is incorrect. Ford pardoned Nixon without a conviction.

Ah, in which case, see Article 2 of the constitution:

“The President … shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.”
