CJCS is not the position to rebuild the military. If you want that, then he would need to be SECDEF. In fact - there is precedent for that... See Gen Mattis.

It would be interesting to see LTG Mike Flynn outrank his younger brother GEN Charles A. Flynn (a 4 star who is still active) by becoming SECDEF.
