Fake.

They’ve put 2 links without “s” in http[_]://… and they’re pretending they’re under attack because they think that most people won’t notice the trick.

To pretend they’re under attack they should at least switch off their servers, but … “wait, it’s too destructive for the bank! We can’t do that!”
