People will behave and express views they don't personally believe to avoid being outcast, because news media and loud political activists make it seem as though a political opinion is dangerous, crazy, stupid, or a combination of those. So, they stay quiet. OR a government uses threats of violence and murder to keep their populace from communicating their true feelings until the population doesn't resist.
Then, suddenly, someone breaks that silence. As with many things (like riots), only a few are willing to 'break the ice' but once one person does something, the people who weren't willing to be the tip of the spear join in. Once THEY do, more people will join also. Its a snowball of people suddenly realizing they weren't crazy, they weren't stupid, and it wasn't dangerous.
