President Donald Trump had direct praise for Florida Gov. Ron DeSantis at a press conference Tuesday: "Great governor. Knows exactly what he’s doing." Trump hailed Florida's response to the novel coronavirus outbreak as he answered a question about the Republican's resistance to issuing statewide stay-at-home restrictions for Floridians.
DeSantis locked down the state in March. After Trump talked to him, you then see the response you linked, in April. I'm sure it was not a pleasant talk.
Also, DeSantis put in drastic measures in his covid bill, including "any means necessary". I'll have to dig that up to find it again, but it's there.

The video that u/PepeSee posted has March 17th as the date with DeSantis' press briefing. From what I remember, it was a short lockdown period. I do not live in FL, and never went there during the whole COVID fiasco, so I do not have first hand knowledge of what went down there.
There is a DeSantis EO that gave the state complete control and power to enforce by "any means necessary." I believe it was a post on here during that time, so I'll do a search to see If I can find it.
