I think he chose to speak before he was cued up and the teleprompter. Biden has made enough gaffes that it would not be necessary to show the entire clip.
After all, he sold state secrets. He confessed and bragged about his crimes and we have the evidence to prove it (receipts, phone calls, emails and etc.).
