In an ideal world, yes. But it's a horrible problem/dilema because many wouldn't give up their alcohol and chemical habits if they were to carry these pregnancies. (Fetal alcohol syndrome is irreversible and who-knows-what long-term/lifelong problems loom for drug-addicted newborns.)
