Reportedly. He went to the people he didn’t have compromising information on. So I’m going to guess that probably has something to do with it.

That and almost none of the Intelligence agencies actually like each other. Or communicate beyond the bare minimum. They’re always jockeying for funding and seeking to undermine each other.
