Cartel basically runs large parts of the Border on both sides of the fence. And have been busted trying to infiltrate, and having successfully infiltrated Border Patrol and other Law Enforcement on the Border. The question is.

Was it a Cartel boy? Or someone actually acting under orders of their BP superiors?

I suppose it’s more a moot detail either way.
