Does it get worse when she's using the hand for something like writing, holding and drinking from a glass, or using utensils to eat? If so, it's probably essential tremor. It becomes progressively worse as you age, but magnesium supplements can help with the symptoms, and sometimes prescription Propanolol (time release capsules) can also help.
YES, she has to hold the fork with both hands. I'm sure she is taking magnesium.
Large daily dose of magnesium. Try splitting it up morning and evening. Make sure it's a more bioavailable form like magnesium citrate, not magnesium oxide. And tell her to go to her doctor and ask to try a prescription for time-release capsules of Propanolol to see if it helps lessen the tremors. The capsules can also be prescribed morning and evening if needed, that's what my doctor did.
None of these will cure the tremors, but they might help suppress them substantially.

Be very careful with DMSO, it can build up in your tissues and become extremely toxic. I would never use DMSO over 1% concentration, because as you approach 5% or higher that's when it begins to build up and can quickly become VERY toxic. And before you tell me I don't know what I'm talking about, I have 30+ years working in research labs testing potentially therapeutic drugs against many different viruses and I have plenty of personal experience preparing drugs in DMSO and also seeing the toxic effects of the DMSO firsthand. Personally, I would avoid DMSO completely if at all possible and try to find another carrier to mix the magnesium or other materials with.
The great benefit of DMSO for mixing with drugs or other compounds is that many materials will go into complete solution in DMSO, even materials that are insoluble in most other liquids. And DMSO passes through the skin INCREDIBLY FAST, carrying whatever is dissolved in it along for the ride. I would try to mix the magnesium in a less toxic carrier, such as coconut oil or almond oil, and see if it will dissolve in them and whether they will carry the magnesium through the skin. If you choose to continue dissolving materials in DMSO, I would highly recommend wearing nitrile (or other material that will block DMSO) gloves when handling DMSO. DMSO will pass right through latex gloves, so they will not protect you. That way you won't accidently get a larger dose than what you intend to give yourself. Again, my personal opinion after seeing the possible toxic effects of DMSO throughout my career is that I personally would avoid it at all costs and only use it as an absolute last resort. I am not a medical professional, so take this information based on my personal experiences accordingly.
