Key phrase here is gated fence. The video clearly shows the border patrol officer clipping razor wire to allow them in, no gate in sight.
And then at the end it perfectly describes my worry with the whole situation, that they are rejecting a hard physical border saying that its keeping them from doing their job somehow...

Exactly, there was no chain link fence, gate or otherwise in the vid we saw.
Also the fence in this pic has the barbed wire at the top (which is supposed to make "impossible" to climb over) facing in the direction the woman is standing on, which puts her on the "outside" looking in!
Looking closer, the support pipes are on the correct side (assuming it is hers, or at least intended to protect her nut farm) but the barbed wire at the top intended to stop peeps from climbing over is slanted to the inside?
Making it useless in keeping out border crossers.
