Here in Wales, the official definition of the category of Sexual Abuse in Child Safeguarding Practice includes 'exposing children to sexually explicit material'. A referral could be made on this so-called 'educator' for a Child Protection Investigation under the Allegations of Professional Abuse procedure.

Nope. I worked in Children's Safeguarding. They happen all the time; many of them can't be substantiated, but we had numerous ones which ultimately ended up in people being removed from their professions. 🙂
