Why is there absolutely no background/biography information on this individual? Nowhere. Wiki has nothing on him? No "... was born in... his parents... early years...". Nothing-nada-zip. It's as if he materialized out of thin air, is a character created for a movie or was created and hatched like an orc out of Mordor.

Edit: Oddly enough, he looks very similar to a (much younger) Mexican fighter named Victor Hugo Madrigal ("Maddog") - same hairline, same face shape, etc. Even the same name.

I see what you mean. Info on this guy is sparse prior his emergence with the UN.
One early date goes to 2013, "appointment as Secretary-General in 2013" (linked in), and another back to 2001 "he was invited to chair the 2001 Council Meeting" (linked in) but aside from this, not much.
Harvard says "He obtained his Law Degrees (Bachelor, Licenciate) at the University of Costa Rica (1994, 1995) and a Diploma of the International Institute for Human Rights (Strasbourg; 1997)."

I had looked at all three of these sources and every one is like a resume, not a biography. Wiki usually has a good amount of history (family, upbringing, etc) on anyone it deems "consequential", LinkedIn sometimes has a good spattering, but neither one of them has an iota of family/early years info on this guy. Nothing. And in your original ohchr link he looks like an age-progressed version of the Mexican mma fighter I linked to who happens to have the exact same first-last names (Victor Madrigal). There appear to be plenty of photos of this guy from over the years so I'd expect him to be a "known entity", but that's not the case here.
Yeah, I was agreeing with you. Despite those early references, the info seems sparse, and certainly nothing about his family.
